Read the following passage and mark the letter A, B, C, or D on your answer
sheet to indicate the correct answer to each of the questions.
ASEAN Development in the 21st Century
Over the past two decades, ASEAN has entered a new phase of
development marked by deeper regional integration and stronger cooperation
among its ten member states. As globalization accelerates, ASEAN has focused on
building a community that values peace, sustainability, and shared prosperity.
The adoption of the ASEAN Community Vision 2025 has guided member countries
toward long-term goals such as improving economic competitiveness, enhancing
social welfare, and strengthening political-security cooperation. Throughout this
process, Viet Nam has played an increasingly active role by supporting digital
innovation, inclusive development, and regional stability.
One of the key achievements of ASEAN in the 21st century is its progress in
economic connectivity. Member states have worked together to reduce trade
barriers, expand investment networks, and promote small and medium
enterprises. At the same time, ASEAN has invested heavily in education, cultural
exchange, and youth leadership programs, which help young people gain valuable
skills and foster a sense of regional identity. These efforts demonstrate ASEAN's
commitment to building a people-centered community. However, the region still
faces major challenges, including climate change, economic inequality, and
differing political systems. Despite these barriers, Viet Nam continues to advocate
for cooperation, dialogue, and sustainable solutions. By participating in
peacekeeping missions, leading environmental initiatives, and promoting digital
transformation, Viet Nam shows its belief that ASEAN's success depends on unity,
resilience, and shared responsibility among all members.

Free trade initiatives in ASEAN are led by the implementation of the ASEAN
Trade in Goods Agreement (ATIGA) and the Agreement on Customs. These
agreements are supported by work done by several sector bodies to plan and to
execute free trade measures, guided by the provisions and the
requirements of ATIGA and the Agreement on Customs. The progress being made
by these sector bodies forms the backbone for achieving the targets of the AEC
Blueprint and establishing the ASEAN Economic Community by the end of 2015.
The year 2007 was the 40th anniversary of ASEAN's formation. It also marked 30
years of diplomatic relations with the USA. On 26 August 2007, ASEAN stated that
it aims to complete all of its free trade agreements with China, Japan, South
Korea, India, Australia, and New Zealand by 2013. This is in line with the start of
the ASEAN Economic Community by 2015. In November, 2007, ASEAN
members signed the ASEAN Charter, a constitution governing relations among
ASEAN members and establishing ASEAN itself as an international legal entity.
During the same year, the Cebu Declaration on East Asian Energy Security was
signed (15 January, 2007) by ASEAN and the other members of the EAS
(Australia, The People's Republic of China, India, Japan, New Zealand, South
Korea), which pursues energy security by finding energy alternatives to
conventional fuels. On 27 February, 2009, a free trade agreement (FTA) with the
ASEAN regional bloc of ten countries and Australia, and its close partner New
Zealand was signed. It is believed that this FTA would boost combined GDP across
the twelve countries by more than US$48 billion over the period between 2000
and 2020. ASEAN members, together with the group's six major trading partners
(Australia, China, India, Japan, New Zealand, South Korea), began the first round
of negotiations on 26-28 February, 2013, in Bali, Indonesia, on the establishment
of the Regional Comprehensive Economic Partnership.
